Nedra is originally from Sacramento, but graduated from high school in Paso Robles, California in 1971. Nedra married Gary Fraley in 1973. Nedra graduated from Brigham Young University earning a double major in both anthropology and archaeology in 1977.

After helping Gary through law school and getting moved up to Sacramento, she attended University of the Pacific, McGeorge School of Law, where she graduated in 1984 with a Juris Doctor Degree, shortly before the birth of their second child. Even prior to graduation she had worked for several years in the law office doing much of the drafting of documents for the office.

Nedra is a Personal and Small Business Bankruptcy Law Specialist, Certified by the State Bar of California Board of Specialization.

Nedra also spends much of her free time with the children, in their activities in 4-H and California Gymkhana Association. She is a member of Back Country Horsemen of California, in which she has also been trained as a Wilderness Rider and teaches seminars on “Leave No Trace” camping and “Gentle Stock Use” techniques. Additional hobbies are reading science fiction, counted cross-stitch and genealogy, not necessarily in that order.
